New App Settings

I hope u can understand wat i'm trying to convey. I need a new app-level settings to store the list of techmilks, so that I can still populate the combo box when there is no connection.

It can either be xml, or an array of SgDotNet.Nova.WebServices.Forums.Techmilks which is actually a dataset (should be... need to check webservices)

Just for everyone's infomation, below are the mintues of my discussion with KitKai regarding to the CMB for Nova.

- need to have the list of techmilks which the user can post to, based on the forum url which is placed in user.config.
- need to have a list of techmilks which the user can moderate, also based on the forum ul which is placed in user.config.
