Below are the functionalities for Plugin Manager:

1) Load panel for enabling/disabling of plugins
2) Create plugin when needed
3) Save plugin settings
4) OnStartup load all plugins which needs to be loaded on startup

Only just did i (finally) managed to read some basic bits about Application Domains. The recommendation is to start up separate AppDomains when loading third-party plugIns. Are you already having that in plan?

Yup, we do have it in mind. But we have to tackle the forum issue first...
