Moderation only on new thread

It would be nice to be able to set moderation only on new threads, instead of every post... It would enable faster discussion about articles people found interesting during their surfing.

The only way to do so with the current feature set of the Forums is to:

1. Make the TechMilks unmoderated.

2. Remove permission to post New threads for Everyone.

That way they can reply to posts freely. But it also means a need to grant privileged users the role of Editor or something else which will have the permission to start new threads.

Nice idea kit.

However, I think that it will be too clumsy to have only restricted members being "editors". The rest of the community will feel marginalised and that's not the effect we really want.

I think we should just hang on to the current policy for Techmilk. Hopefully, with the rollout of Nova (deadline: X Crying)...It will alleviate the task of approving posts.
