I saw and used this document management system on a recent trip to Hong Kong during some bidding tasks. I think it is very useful tool for managing the large volume of revisions of chapters during any bid. Equally it is useful for project that needs a document repository for tracebility purpose while documents are piling up with 1.0A, 1.0B, 1.1A suffixes.
Besides the usual check-in/check-out feature, I think one compelling feature is
Searchable (integrated search tool).
Search within txt, ms-word and pdf files. (<-- particularly, since ms-word/pdf is usually main document type)
Though I am not sure if a "diff" feature for these type of files exists.
